• The content editor of each department loads the newsletters to the message Queue, but only someone with administrative rights can initiate the final sending

• At special occasions, newsletters need to be sent to all mailing lists of all departments

• Each department has one Administrator responsible for Web Campaign Manager

• Each department has one or more content editors

• The director of each department can have access to the department's campaign real-time statistics

• The director of the company can have access to all department campaign statistics
